George M. Cohan, Claudette Colbert and Jimmy Durante star in the outrageous political satire The Phantom President. The presidential hopes of charmless businessman Theodore K. Blair (Cohan) are dead on arrival until his political advisors hatch a desperate plan: hiring look-alike snake-oil salesman Varney (Cohan in a brilliant dual rule) to impersonate Blair during the campaign.
