Victorian London would have deemed it unacceptable that willful Eliza Scarlet (Kate Phillips) continue to operate her father's detective agency after his passing. With no other options for her maintenance, though, she had to make a business partner out of her dad's onetime protégé-coarse, womanizing Scotland Yard DI William "the Duke" Wellington (Stuart Martin).
