Sparks Johnson and Salty Connors are two con artist sailors who pride themselves on getting as little done as possible. Assigned to an observation post in the South Pacific, they start releasing weather balloons with notes asking for pen pals and, more importantly, cash. With neither of them being exactly matinee idols, they attach a picture of their handsome commanding officer, Lt. Steve Smith, to sweeten the deal. To the scoundrels' surprise, the scheme is a success, and they make plans to jump ship and live off their ill-gotten gains at the first possible opportunity. When they dock in San Francisco, the befuddled Lt. Smith finds himself pounced on by flock of his new female admirers. But one of these vixens is the sexy Russian spy Sonya DuBois, who kidnaps the young lieutenant in hopes of discovering the location of top-secret American missile bases. Assaulted by an attack of conscience, Sparks and Salty decide to rescue the man they inadvertently dragged into a conspiracy...even if it costs them their lives.
